Legal problems can be overwhelming, especially when finding the right attorney feels impossible.

For more than six years, Victor has volunteered through Timpanogos Legal Center at the Provo Family Justice Center, helping individuals navigate housing, family law, and other civil legal issues. During that time, I repeatedly heard the same frustration from tenants across Utah: if they qualified for free legal aid, there were limited resources available through legal clinics and nonprofit organizations. But if they earned too much to qualify for assistance and needed to hire an attorney, there were very few private attorneys available to represent tenants at all.

While landlords have long had access to legal representation, many tenants have found themselves facing complex legal disputes with nowhere to turn. Victor Moxley Legal was created to help bridge that gap and provide affordable legal services to empower individuals in a variety of legal situations.

Why This Firm Exists

Victor Moxley Legal was founded to serve people who often fall into a gap in the legal system. They may not qualify for free legal assistance, but they still need affordable, competent legal help.

Victor believes legal services should be understandable, accessible, and focused on helping people make informed decisions. Not every legal matter requires full-service representation. Many clients simply need an attorney to explain their options, review documents, draft filings, or help them prepare for the next step.

This practice focuses on providing practical, affordable legal services for tenants, employees, and individuals facing family law matters. Most services are offered on a limited-scope basis, allowing clients to obtain professional legal advice and high-quality legal documents without the cost of full-service representation. About Victor Moxley

Victor Moxley, JD, MPH, CPH

Victor Moxley is a Utah attorney with a background that combines law, public health, compliance, and problem-solving. In addition to operating Victor Moxley Legal, Victor works professionally as a legal consultant, helping organizations improve governance, compliance, contracting, and operational processes.

Victor earned his law degree from the J. Reuben Clark Law School at Brigham Young University, where he served as President of the Health Law Society and Vice President of the Healthcare Industry Association. He also holds a Master of Public Health and a Bachelor of Science in Statistics from Brigham Young University.

His professional experience includes work in healthcare, government, compliance, privacy, and legal operations. Before attending law school, he conducted research focused on improving access to housing and affordable housing policy. he also completed an internship inspecting and evaluating housing programs for regulatory compliance. Those experiences, combined with years of volunteer service assisting individuals facing housing and family law challenges, continue to shape his practical approach to legal problem-solving.

Whether he is helping a tenant respond to an unlawful fee, drafting family law documents, assisting an employee with workplace concerns, or advising a client on their legal options, his goal is the same: to provide clear, practical guidance that helps people move forward with confidence.

About Carol Moxley

Carol Moxley serves as the Office Manager for Victor Moxley Legal and is often the first person clients speak with when they contact the firm. She oversees client intake, reception, billing, and case management, helping ensure that every client receives prompt communication and professional service throughout their matter.

Carol brings more than three decades of client-facing business experience to the firm. Throughout her career, she has managed business operations, financial records, bookkeeping, and administrative systems across a variety of industries. She graduated from the University of Iowa and studied Business and Accountancy at the University of Washington and Seattle University. Her professional background includes managing a plumbing and remodeling business, operating a real estate company, serving as an office manager for a global company, running a successful mortgage note investment business, and providing bookkeeping and records-management training for a small information technology company.

For the past fourteen years, Carol has been involved in rental housing and property management. Through her work managing properties, coordinating repairs, working with contractors, and assisting tenants, she developed a practical understanding of the challenges people face in securing and maintaining safe, quality housing. She currently manages Housing with Moxy, a family-owned property management company focused on preserving and improving housing opportunities for tenants.

Carol’s commitment to housing issues is also personal. After seeing the condition of some of the housing available to college students in Utah, she became passionate about efforts to improve housing quality and access. When her son, Victor, began working to help tenants understand and protect their housing rights, she was eager to support that mission. Her desire to see everyone have access to safe and habitable housing aligns closely with the values of Victor Moxley Legal.

Known for her attention to detail, organizational skills, and compassionate approach, Carol works to make every client feel heard, informed, and supported from their first contact with the firm through the resolution of their matter.
